<P>PROBLEM TO BE SOLVED: To allow gaseous hydrogen to be used as a fuel in addition to a liquid fuel without complicating a system, in relation to a hydrogen-using internal combustion engine. <P>SOLUTION: Necessity for supplying gaseous hydrogen to this internal combustion engine 2 is determined. When it is determined that gaseous hydrogen must be supplied, a hydrogen generation means 50 is operated to generate gaseous hydrogen from a liquid hydrogen compound stored in a storage means 40.
