PROBLEM TO BE SOLVED: To surely clean off residual toner having wide quantitative and electrostatic distributions. SOLUTION: The cleaning device for cleaning off toner stuck to a surface of an image carrier includes: a plurality of brush rolls brought into contact with the surface of the image carrier; and a bias applying means for applying bias voltages having different polarities to at least two of the plurality of brush rolls, and a surface speed of a brush roll to which a bias having a polarity opposite to a normal charge polarity of the toner is applied , out of the plurality of brush rolls, is set at a speed higher than that of a brush roll to which a bias having the same polarity as the normal charge polarity of the toner is applied. The brush roll at which the lower surface speed is set is driven by the same driving source as a driving source driving the brush roll at which the higher surface speed is set or the same driving source as a driving source driving another member.
