PROBLEM TO BE SOLVED: To secure the reliability of management data on a recording medium when the recording medium whose validity period is expired is recovered by special operation by an employee. SOLUTION: Management data in the validity period of each prepaid card are stored in a validity period data management table 14b, and management data after expiration of the validity period are stored in a validity period expiration data management table 14c. The management data are managed by a management data updating part 15c using the validity period data management table 14b and the validity period expiration data management table 14c.
