PROBLEM TO BE SOLVED: To provide an apparatus and a method for performing the process of verifying content in a manner that enables detection of illegally recorded content.

SOLUTION: The consistency between the file size of a content data file recorded in an information recording medium and the number of hash units corresponding to the content data file registered in a content hush table is verified to determine whether or not there is any recorded content for which no hash value is registered. Also, a process for verifying file system information recorded in the information recording medium to see if this information has been altered is performed. Through the processes, a determination is made as to whether or not there is any illegally added content recorded in the information recording medium so as to prevent illegal use of illegally recorded content.
