PROBLEM TO BE SOLVED: To easily and efficiently judge whether or not communication is caused by a worm independently of whether the communication is applied to a server apparatus or a client apparatus. SOLUTION: A communication information acquisition section 240a acquires information associated with a communication amount of communication packets and a communication address of the communication packets on the basis of setting information related to acquisition of information stored in setting data 230a, and a worm judgement section 240b judges whether or not the communication results from the worm on the basis of the information acquired by the communication information acquisition section 240a and information associated with criteria stored in the setting data 230a for specifying whether or not the communication results from the worm.
