PROBLEM TO BE SOLVED: To easily install a floor heating controller and a floor heating system without making hard in forming an opening part in a wall at a conspicuous position or in wiring work. SOLUTION: The floor heating controller and the floor heating system are structured so that operation conditions of heater panels 3a, 3b can be set, and are structured to have an operation/display unit 10 for displaying the set operation condition, and a power source supply control unit 20 connected to a power source and the heater panels 3a, 3b, and which controls supply of electricity to the heater panels 3a, 3b based on the operation condition set by operating the operation/display unit 10. The operation/display unit 10 and the power source supply control unit 20 are constituted of box bodies different from each other, and are connected by a multicore flat cable 6.
