PROBLEM TO BE SOLVED: To provide an electrolytic capacitor that causes a small amount of increase in ESR in an aging process and has improved ESR characteristics, and to provide an electrolyte used for the electrolytic capacitor. SOLUTION: In the electrolyte A for electrolytic capacitors used for the electrolytic capacitor, a conductive polymer layer is formed in a capacitor element in which an anode formation foil and a counter cathode foil are wound via a separator and the gap between the conductive polymer layers is dipped into the electrolyte. In the electrolyte A, the electrolyte for electrolytic capacitors contains a constituent A0, where reduction potential measured by the measurement method ranges from -1.6 V to 0 V. In the measurement method of the reduction potential, a sample is dissolved, by 0.1 mol./L, inγ-butyrolactone in which tetraethyl ammonium salt fluoroborate is dissolved by 0.23 mol./L as a support electrolyte, and potential is measured when a current of -0.2μA flows by a convection cyclic voltammetry method using a glassy carbon electrode (ϕ1.0 mm), an (Ag/Ag<SP>+</SP>) electrode, and a platinum electrode for a working electrode, a reference electrode, and a counter electrode, respectively.
