PROBLEM TO BE SOLVED: To provide an information recording and reproducing device capable of executing special reproduction even during normal reproduction. SOLUTION: A control part judges whether or not the command of program reproduction or random reproduction is selected and instructed (step S1). When it is selected, as the management information of a CD which is an optical disk, the TOC (Table of Contents) information of a read-in area stored on the inner peripheral side is referred to (step S2). Thus, the identification number (track number) of data stored in the data area of the CD is acquired. Then, the control part displays a program setting image stored in a storage part at a display part (step S3). Then, the control part judges whether or not a user selects program reproduction or random reproduction setting (step S4).
