PROBLEM TO BE SOLVED: To suppress the occurrence of local excess discharge and to suppress a situation that the surface of a photoreceptor drum is locally and excessively charged when performing contact charging processing using a brush roller. SOLUTION: A charging means is constituted of: a brush roller 21 forming a brush on its surface; a drive motor 22 for rotationally driving the brush roller 21; and a power supply 23 for applying prescribed charging voltage to the brush roller 21 so as to uniformly charge the surface of a latent image carrier 1 by bringing the brush roller 21 into contact with the surface of the latent image carrier 1. The outer diameter of the latent image carrier 1 lies within a range of 16 to 34 mm, the outer diameter of the brush controller 21 lies within a range of 6 to 24 mm, and the outer diameter of the latent image carrier 1 and the outer diameter of the brush roller 21 are set so that the sum of these outer diameters is≤40 mm.
