<p><P>PROBLEM TO BE SOLVED: To provide an apparatus, method, and program for simulating a traffic flow of mobiles while taking into account human errors of drivers. <P>SOLUTION: A traveling environment grasping section 21 decides whether or not a driver recognizes presence of a crossing to stop temporarily, e.g., whether or not an inequality (1): (crossing recognition level)×α+(temporary stop recognition level)×β>threshold P is satisfied by using driver's "temporary stop recognition level" and "crossing recognition level". When the inequality (1) is satisfied, it is decided by the traveling environment grasping section 21 that the presence of the crossing is recognized and when the inequality (1) is not satisfied, it is decided that the presence of the crossing is not recognized. On the basis of a traveling environment grasped by the traveling environment grasping section 21, a judgement section 22 judges which behavior the driver takes next.
