PROBLEM TO BE SOLVED: To provide an organic EL element having a good luminescent property, and to provide a coating liquid containing a photocatalyst which is used for the manufacture of the organic EL element. SOLUTION: The organic electroluminescence element has a base material, a first electrode layer formed on the base material, an organic electroluminescence layer formed on the first electrode layer, and a second electrode layer formed on the organic electroluminescence layer. In a certain position present between the base material and the second electrode layer; there are contained a photocatalyst, a property giving agent, and a luminescent-property improving substance having a function for improving the activity of the photocatalyst and improving the luminescent property of the element, and there is formed a photocatalyst containing layer wherein the property of the property giving agent changes by the action of the photocatalyst which is accompanied by the irradiation of an energy.
