PROBLEM TO BE SOLVED: To provide a thermal insulation panel and a composite thermal insulation material using the thermal insulation panel, stickable to a plate material such as a metallic steel plate by an aqueous adhesive by reducing a warp by water absorption. SOLUTION: This thermal insulation panel has a urethane foam layer between an upper face material and a lower face material, and has at least one of the upper face material or the lower face material having a laminated structure of a surface water absorbing layer and a reverse surface layer in order to the urethane foam layer side from the outermost surface side, and is characterized in that the reverse surface layer is a synthetic resin layer of 50 to 500μm. The composite thermal insulation material is formed by adhering the thermal insulation panel to the plate material by impregnating the aqueous adhesive into the surface water absorbing layer possessed on at least one surface by the thermal insulation panel.
