PROBLEM TO BE SOLVED: To efficiently realize modification of an encryption algorithm and an encryption key in response to the utilization factor of a line or security level required in services. SOLUTION: A traffic monitoring section 59 monitors traffics on a communication network NW 25 to detect the utilization factor of a line. Data of a present encryption algorithm and data of an encryption key length are acquired from a security protocol of a host server 31. An analysis function section 57 decides an update value from a product value between a weighting coefficient value corresponding to the type of an encryption algorithm currently used and the encryption key length, compares the detected utilization factor of the line with the decided update value, and selects a combination of the encryption algorithm and the encryption key length so that the update value may be smaller than the utilization factor of the line. The selected combination of the encryption algorithm and the encryption key length is added to a key update instruction and the instruction is transmitted to the security protocol of the host server 31.
