PROBLEM TO BE SOLVED: To provide a technique with which a shoplifting can be accurately, quickly, and easily caught immediately after the act. SOLUTION: The abnormality reporting device includes a camera, an information processor, and a reporting device. The information processor comprises: a pixel dispersion value calculation means for calculating the dispersion value of pixels of an image on the basis of image information received from the camera; a comparison means for comparing whether or not the absolute value of a difference (A0-A1) between the dispersion value A0 calculated in the pixel dispersion value calculation means on the basis of the image information at the prescribed time received from the camera and the dispersion value A1 calculated in the pixel dispersion value calculation means on the basis of the image information at the present time received from the camera is larger than a prescribed thresholdα; and an output means for outputting report instruction signals when it is ascertained that the absolute value of the difference (A0-A1) of the dispersion values is a value larger than the prescribed thresholdαby the comparison means.
