PROBLEM TO BE SOLVED: To provide a device provided at a middle part of a fuel pipe establishing communication between an engine and a fuel tank of an automobile or the like, and efficiently activating fuel or the like passing through the same by electrolytic dissociation action. SOLUTION: Many crenelated activators 10 each having a coated layer 12 containing thorium oxide formed on a surface of ceramic base body part 11 having a plurality of projections 14 projecting from a surface of a spherical body 13 are retained between meshes M of an upper mesh body 20 and a lower mesh body 30 overlapping and fixed in upper and lower positions, and an elastic material seal material 40 is provided on an circumference end part of the upper mesh body 20 and the lower mesh body 30.
