PROBLEM TO BE SOLVED: To provide flooring having a surface hardly influenced by water, hardly damaged or dented even if a load is added to a caster or the like and having design properties prevented from being damaged due to unevenness of the surface of plywood appearing on the surface of a decorated sheet as it is. SOLUTION: Resin impregnation paper impregnated with a thermosetting type resin is placed on a thermosetting type resin layer formed by applying the thermosetting type resin to one side of the plywood and heat-pressure-bonded, and a resin of the thermosetting type is allowed to permeate into a resin impregnation paper and solidified to form an integrally molded composite material. A decorative sheet provided with a surface protection layer consisting of an ionizing radiation hardening type resin is provided on the surface layer to the resin impregnation paper surface of the composite material through an adhesive layer.
