<p><P>PROBLEM TO BE SOLVED: To provide an outer packaging bag for an infusion solution bag which is useful for secondary packaging of an infusion solution bag where a medical solution such as a blood infusion solution whose quality is easily changed by oxygen is enclosed. <P>SOLUTION: A gas barrier lamination film is constituted by providing a vapor-deposited film of an inorganic oxide on one side surface of a base material film and by providing a gas barrier coating film of a gas barrier composition which contains at least one kind of alkoxide expressed by a general formula of R<SP>1</SP><SB>n</SB>M(OR<SP>2</SP>)<SB>m</SB>(Wherein, meanings of R<SP>1</SP>, R<SP>2</SP>, M, n, m, or the like in the formula are omitted.) and a polyvinyl alcohol based resin and/or an ethylene-vinyl alcohol copolymer and is acquired by the polycondensation under a sol-gel method on the vapor-deposited film of the inorganic oxide. Then, a laminated material is constituted by making a plastic base material film overlie the surface of the base material film constituting the gas barrier lamination film, and a heat-sealing resin layer overlie the other surface of the gas barrier coating film.
