<p><P>PROBLEM TO BE SOLVED: To provide a DSRC (dedicated short range communication) on-vehicle device, capable of surely preventing rear-end collision of a following vehicle while reducing the cost. <P>SOLUTION: The DSRC on-vehicle device 1 mounted on a vehicle and executing an application by DSRC with a base station provided on a roadside comprises: a radio communication part communicating with the base station; a card authentication part 4 determining whether the application is executable or not; a monitor 5 reporting report information related to the decelerating state or stopped state of the vehicle to a vehicle following the vehicle; and a processing execution part 3 executing the application.
