PROBLEM TO BE SOLVED: To manufacture a silicone foam which further increases the number of open cells and further improves breathability. SOLUTION: A method for manufacturing the silicone foam comprises a mixing step of mixing a silicone compound containing an organopolysiloxane, a water-containing filler, a blowing agent, and a vulcanizing agent, a foaming step of heating and foaming the mixture obtained in the mixing step with the use of high-frequency waves, and a vulcanizing step of heating and curing the obtained foam after the foaming step.
