PROBLEM TO BE SOLVED: To provide a charger for controlling a charged battery pack based on a battery state signal for announcing an excessively charged state or a normal state outputted from a protection IC (Integrated Circuit) embedded in the charged battery pack, and enabling the battery pack to be charged even if a battery voltage of the battery pack is very low. SOLUTION: A microcomputer 50 in the charger 200 activates charging from a charging power supply circuit 300 to the battery pack 2 regardless of the battery state signal of the battery pack 2 detected by a battery state detecting means 6 if the battery voltage of the battery pack 2 detected by a battery voltage detecting means 8 is a predetermined value or less.
