PROBLEM TO BE SOLVED: To provide a laminated packaging material including a barrier sealant film having easy and smooth opening, an aesthetically excellent opened face, and easy opening property; and a packaging bag using it. SOLUTION: The laminated packaging material comprises a base material film, a paper base material and the barrier sealant film, wherein the barrier sealant film is an easily openable barrier sealant film formed by depositing a metal vapor deposition layer on the polypropylene resin layer of a coextrusion laminated film formed by laminating the polypropylene resin layer and a cohesive failure layer in this order, or on the polypropylene resin layer of the co-extrusion polypropylene resin layer film formed by laminating the polypropylene resin layer, the cohesive failure layer and the polypropylene resin layer functioning as a sealing layer.
