A heat exchange type cooling device, comprising a box, an inside air duct for introducing inside air from the inside of the box and returning it to the inside of the box and an outside air duct for introducing an outside air from the outside of the box and returning it to the outside of the box, an inside air blower for blowing the inside air to the inside air duct, an outside air blower blowing the outside air to the outside air duct, a heat exchange element for exchanging the sensible heat of the outside air flowing in the outside air duct with the sensible heat of the inside air flowing in the inside air duct, and a heating part installed in the inside air duct and heating the inside air. The outside air duct is formed independently of the inside air duct. The heating part is installed on the upstream side of the heat exchange element. The heat exchange type cooling device can heat and cool the inside of the box while preventing dust and moisture from entering the inside of the box.
