[MEANS FOR SOLVING PROBLEMS] A reader (200) reads tag identifiers from radio tag circuit element To1, To2 holding readable information, in a substantially non-contact way, forms associated information by correlating the acquired tag identifiers to one another, and causes a corresponding database DB to store the associated information by accessing the database DB. Thus, the associated information is formed in advance by the reader (200) and then transmitted to the database DB. Accordingly, there is no need of correlation of the two types of tag identifiers through edition or processing separately at an operation terminal.
