PROBLEM TO BE SOLVED: To prevent specific information generated for accessing an external memory from being fraudulently altered and stated by other applications without permission to more safely manage access to an external memory. SOLUTION: An external-memory function module 15 controls the access of applications 101A and 101B which are downloaded in a cellular phone machine 1, to an external memory 2. The external-memory function module 15 is provided with; an identifier acquisition part 151 which acquires identifiers from the applications 101A and 101B; a generation part 153 which generates specific information which specifies the applications based on identification information designated by the identifiers thus acquired; a securing part 154 which secures prescribed areas of the external memory 2 as directories for the applications; and a writing part 155 which writes the generated specific information to the attribute file of the external memory 2.
