PROBLEM TO BE SOLVED: To provide a developing device capable forming the uniform thin layer of toner on a toner carrier, while stably performing the triboelectrification of the toner in the midst of forming the thin layer, and stably maintaining such a function over a long term. SOLUTION: In the developing device where a regulating member is brought into press-contact with the surface of the toner carrier for conveying the toner to an image carrier, the amount of the toner on the surface of the toner carrier is regulated by the regulating member, and the toner on the surface of the toner carrier is triboelectrified, a layer forming member 21 functioning as the regulating member is integrally equipped with a rigid body layer A, and a soft body layer B functioning as a surface layer positioned on the side of the developing roller 20 functioning as the toner carrier, and the soft body layer B can be deformed so that its contact area with the toner may be increased.
