PROBLEM TO BE SOLVED: To solve problems in a conventional heat insulating material wherein particularly when a flange is thermally insulated, the heat insulating operation is delayed for leak test and the heat insulating operation in a short time is requested since a working time for heat insulating operation is restricted in a piping work. SOLUTION: This heat insulating material is inserted into a flange from the direction vertical to the tube axis thereof. The heat insulating material comprises a projected part inserted into a clearance between bolts or nuts fitted to the flange. An insertion part of such a shape that a cut-in part stores the heads of the bolts or the nuts is formed in the heat insulating material.
