PROBLEM TO BE SOLVED: To provide a power generation system generating power by using hydraulic energy without obstructing normal operation in a heat exchanging water system supplying water as heat exchange medium to a heat exchanger such as a condenser. SOLUTION: The power generation system is provided with a hydraulic turbine 11 provided in a downstream side of a condenser outlet valve 10 and rotated by hydraulic energy corresponding to difference between pressure loss during restriction operation of the condenser outlet valve 10 and pressure loss during fully open operation, and a generator 12 generating power according to rotation of the hydraulic turbine 11 in the heat exchanging water system 1 provided with a water intake passage 2 taking cooling water in, the condenser 3 cooling turbine steam by cooling water, a circulation pump 4 pumping cooling water up from the water intake passage 2 and feeding the same to the condenser 3, a water intake pipe 5 connecting to the circulation pump 4 and the condenser 3, a water discharge passage 8, a drain pipe 9 leading cooling water from the condenser 3 to the water discharge passage 8, and the condenser outlet valve 10 provided in the drain pipe 9.
