The present disclosure is directed to a system, apparatus, and method for providing Web services from a mobile device. In one configuration, a method involves forming a Web service message (206) at a first network entity (214). The Web service message (206) is targeted for a mobile terminal (202). A request is directed to a locator arrangement (210) to assist in processing the Web service message (206). The Web service message is sent to the mobile terminal (202) utilizing the locator arrangement (210). The Web service message (206) is sent to the mobile terminal (202) using a mobile services transport protocol and processed at the mobile terminal (202).
