PROBLEM TO BE SOLVED: To make thin a metal dealing type non-contact data carrier while improving its productivity.

SOLUTION: A non-contact data carrier 1 of the present invention mainly includes: a magnetic substrate J1 formed from a magnetic material such as Ni-Zn ferrite; an IC chip C on which a storage circuit and a communication control circuit are packaged; and an antenna coil A formed on one principal surface 19a of the magnetic substrate J1 and electrically connected to the IC chip. Thus, the non-contact data carrier 1 itself can be made thin without increasing manufacturing stages such as sticking a magnetic substance later.
