PROBLEM TO BE SOLVED: To generate an output dynamic image for progressive scanning with frame frequency different from an input dynamic image, without losing smoothness of animation, on the basis of the input dynamic image for interlace scanning. SOLUTION: The frame frequency conversion method comprises: an animation interpolating pixel generation means 405 for generating animation interpolating pixels regarding each frame (target pixel) of an output frame (target output frame) to be included in the output dynamic image, on the basis of a pixel of an input field included in the input dynamic image by means of a first weighted addition; a still image interpolating pixel generation means 407 for generating still image interpolating pixels, regarding the target pixel on the basis of a pixel of the input field included in the input dynamic image by means of a second weighed addition; a moving amount generation means 421 for generating moving amount, regarding the target pixel based on the input dynamic image; and a target pixel generation means 423 for generating the target pixel, based on the moving image interpolating pixel and still image interpolating pixel by means of a third weighed addition that utilizes weighting corresponding to the moving amount.
