PROBLEM TO BE SOLVED: To insert both tips of a binding component into a bore while a space between both the tips of the binding component and the bore is held approximately constant, and to hold a space between the binding component and the bore approximately constant when the binding component with a different diameter is used. SOLUTION: A clamp moving mechanism 80 in which binding component guiding members 99a and 99b are brought into contact with a position covering a part of a punching bore 98 from the surface and back surface of a paper bundle 3" to pinch the paper bundle 3" is provided. Both the tips of the binding component 43 are brought into contact with the binding component guiding members 99a and 99b pinching the paper bundle 3" by the clamp moving mechanism 80 to bind the paper bundle 3" with the binding component 43. As both the tips of the binding component 43 can be inserted into a punching bore 98 by this constitution while the space between both the tips of the binding component 43 and the punching bore 98 are held approximately constant, the space between the binding component 43 and the punching bore 98 can be held approximately constant when the binding component 43 with a different diameter is used.
