PROBLEM TO BE SOLVED: To allow gaseous hydrogen to be added in a liquid fuel and injected immediately after startup of an internal combustion engine without requiring a tank for storing the gaseous hydrogen, in relation to a hydrogen-using internal combustion engine. SOLUTION: In startup or startup prediction of this internal combustion engine 2, circulation means 32 and 54 are operated to circulate a liquid fuel between a fuel injection device 18 and a hydrogen mixing means 52 before starting fuel injection by the fuel injection device 18. A hydrogen generation means 50 is operated to generate gaseous hydrogen while circulating the liquid fuel and the generated gaseous hydrogen is mixed in the liquid fuel by operating the hydrogen mixing means 52.
