PROBLEM TO BE SOLVED: To enable to obtain a composite image having unexpectedness in forming a composite image, when a plurality of images are arranged in a predetermined layout. SOLUTION: A monotone image forming section 30 forms a plurality of monotone images, by randomly making each of the plurality of images into monotone.
