PROBLEM TO BE SOLVED: To provide a rotary encoder which can output operation to the rotating operation knob electrically without a contact point in the middle and which is superior and reliable, and a rotating operation knob with touch sensor. SOLUTION: The rotary encoder is provided with a rotating operation knob 14 supported rotatably by a holder 10, a contact electrode 55 which is installed at a position to which a finger of a person operating the rotating operation knob 14 contacts, a movable electrode 52 which is connected to the contact electrode 55 and moves according to the rotating operation of the rotating operation knob 14, fixed electrodes 22 which are installed a plurality of pieces separated from the movable electrode 52 opposed to moving locus of the movable electrode 52, and human body detection means 81, 82 which detect electrical changes generated in each fixed electrode 22 by the approach by the movement of the movable electrode 52 connected to the human body through the contact electrode 55.
