PROBLEM TO BE SOLVED: To provide a method which can stably manufacture a dispersant for a hydraulic composition exhibiting superior dispersing effect and viscosity reducing effect to a hydraulic composition, on an industrially practical level with good reproducibility. SOLUTION: The phosphate-based polymer suitable for the dispersant for a hydraulic composition is obtained by mixing a specified monomer 1 having a polyoxyalkylene group, a phosphoric acid monoester-based monomer 2, and a phosphoric acid diester-based monomer 3, adjusting the pH of the resultant mixture to 7 or lower and copolymerizing the monomers in the presence of a sulfonic acid-based chelating agent.
