PROBLEM TO BE SOLVED: To provide a top-blown lance with which in the case of performing decarburize-refining of molten steel and/or dephosphorize-blowing of molten iron by using a converter while using one piece of lance nozzle, oxidizing-gas jetting flow is controlled without changing a lance nozzle tip, lance height and oxidizing gas flowing rate and thus, the melting of stuck metal in the furnace, the heat conduction into the molten steel by increasing secondary combustion and the high speed blowing-refining can be achieved. SOLUTION: In the top-blown lance 14 arranging one or more of gas-jetting nozzles 13 having a throat part 11 at the inlet part and a widening part 12 to the downstream side of the throat part 11; the gas-jetting nozzle 13 is provided with a gas-supplying hole 15 for controlling, disposed on the wall surface of the widening part 12 in the nozzle 14, and the controlling gas is supplied from the gas-supplying hole 15 for controlling and thus, the direction and the flowing speed of the jetting flow jetted from the gas-jetting nozzle 13, are controlled.
