PROBLEM TO BE SOLVED: To provide an electromagnetic induction heating type fixing device and image forming apparatus in which a rising time is short without reducing heating efficiency even when a heating member with temperature self-controllability is used, and excessive temperature elevation is surely suppressed even if small-sized recording media are continuously fixed or device driving is stopped suddenly. SOLUTION: There are provided a magnetic flux generating means 25 to which an AC is applied to generate magnetic flux and a heating member 23 which generates heat by the magnetic flux. The heating member 23 comprises a first heating layer 23a which is formed so that the Curie point becomes lower than or equal to 300°C, and a second heating layer 23b of which volume resistivity is lower than that of the first heating layer 23a.
