PROBLEM TO BE SOLVED: To provide an artificial ground reducing a construction cost and shortening a construction period by suppressing the reduction of water storage capacity, and reducing expansion work of an existing retarding basin, a regulating reservoir, or the like or dispensing with expansion work. SOLUTION: The artificial ground comprises a plurality of foundation piles 14 provided to reach the support ground 12 below an existing pond; steel pipe columns 15 erected connected to the respective foundation piles and formed in a cavity state by the predetermined length inside; and floor slabs 16 and beams 17 supported above the high water level by the steel pipe columns. Holes 15a, 15b for water to flow in and out of the steel pipes are formed in predetermined parts near the water bottom of the steel pipe columns, and holes 15c for extracting air in the steel pipes are formed in the predetermined parts of the steel pipe columns above the high water level.
