As the processing result of the first antenna part 12a, a medium ZB for issue where the value information is not remaining is introduced to a medium storage part 20, and supplied to a medium issue path 24 one by one. A medium ZB for issue to which the value information is applied is issued from a medium issue port 6 by the second antenna part 12b opposed to the medium issue path 24.
