<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus that accurately detects degree of developer deterioration to supply a proper amount of fresh carrier to a development section without excess or deficiency and also discharge a developer having deteriorated to outside the development section according to the detection result, and also has high picture quality stability and economical/environmental properties. <P>SOLUTION: The image forming apparatus is equipped with a first detection means 81 of detecting the resistance of a developer G stored in the development section 23 and second detection means 40 and 70 of detecting state change of toner T in the developer G stored in the development section 23.
