PROBLEM TO BE SOLVED: To allow user to easily make change requests on communication quality. SOLUTION: A mobile phone 10, when a conversation is started between the mobile phone 10 as a caller side and a mobile phone 20 as a callee side, continuously determines whether it is in the condition to change communication quality by, for example, discriminating whether the sound pressure of call is 80 dB or higher. The mobile phone 10, if it is determined that it is in a condition where communication quality should be changed, transmits a quality change request (for example, a packet that is "please raise the voice quality from current state") to a network 1. A communication quality change server 30, that has received the quality change request, instructs the network 1 to change communication quality. The network 1 changes communication quality (voice quality) that has been started between the mobile phone 10 and the mobile phone 20, by performing base station change or route change in accordance with the change content contained in the quality change instruction.
