PROBLEM TO BE SOLVED: To improve the convertibility of collected machines and materials while the sale of a game parlor is appropriately managed by a third organization. SOLUTION: An issuance requesting terminal 10 requests a central management device 20 to issue a password for requesting elimination for eliminating the sale information stored/managed by a prepaid card managing T/C 30. When the central management device 20 receives the request for issuing the password for requesting elimination from the issuance requesting terminal 10, the central management device issues the password for requesting elimination to the issuance requesting terminal 10 if a prescribed condition (e.g. a requirement for holding an elimination right or a requirement for sale information registration) is satisfied by the issuance requester.
