PROBLEM TO BE SOLVED: To provide a passenger management system that facilitates settlement of fares even if passengers get on or off a vehicle at an unmanned station or bus stop, while enabling the determination of passenger flow, the condition of a line and the like.

SOLUTION: Information on an integrated non-contact IC card 10 carried around by a passenger on a vehicle for recording commuter pass information and/or prepaid payment information is read by means of a card reader/writer 21 of an on-vehicle management device 20 installed on each vehicle of a public vehicle, and a fare that matches the distance traveled in the travel section determined is calculated to settle the fare based on the information on the integrated non-contact IC card 10.
