PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which ensures less variation in electrostatic properties and occurrence of few abnormal images in repetitive use of an image forming apparatus and under variation of the environment in which the image forming apparatus is set, and to provide the image forming apparatus and a full-color image forming apparatus capable of outputting always stable images and a process cartridge having high convenience of handling by using the electrophotographic photoreceptor. SOLUTION: The electrophotographic photoreceptor has at least an undercoat layer and a photosensitive layer on a conductive support, wherein the undercoat layer contains two metal oxides different in average particle diameter, and the average particle diameter (D1) of the larger-particle-diameter metal oxide (T1) and the average particle diameter (D2) of the other metal oxide (T2) satisfy a relationship of 0.2<(D2/D1)≤0.5, and wherein the electrophotographic photoreceptor has an electron transport agent represented by formula (1) in the photosensitive layer.
