PROBLEM TO BE SOLVED: To provide a thermal insulation shutter provided on a window of a building like a house, which is space-saving and has extremely high thermal insulation efficiency. SOLUTION: A slat 107 comprising the thermal insulation shutter supports a face material 110 and a vacuum thermal insulation material 112 at a cutout part of a frame material 111 having the thermal insulation property. A welded part on the side of the frame material 111 of fin-like welded parts on the outer periphery of the vacuum thermal insulation material 112 is inserted into the cutout part of the frame material 111 of the slat 107 in a state of being bent to extend along a core material. Further, when the thermal insulation shutter is closed, the slat 107 is tilted and is substantially connected to the adjacent slat 107. In this situation, the frame material 111 provided at an end part of the slat 107 abuts with the other frame material 111. The vacuum thermal insulation material 112 is bent to extend along a cross sectional shape of the face material 110 of the slat 107, and the thickness of the core material positioned at the bent part is made to be thinner than that of the other parts.
