PROBLEM TO BE SOLVED: To solve the problem that the timing of removing floating oil is apt to be delayed in the case of opening a floating oil discharge valve located lower than a clean water removal pipe and an opening end to discharge the floating oil every time when floating oil is accumulated, and in the case of always extracting the floating oil from a floating oil removal port located higher than a water content removal port; and an apparatus is stained with deposition of the floating oil to cause deterioration and further the periphery of the apparatus is also stained during use for a long time; part of the removed floating oil becomes a liquid containing water requiring high costs when the floating oil is treated as industrial waste. SOLUTION: While the floating oil 94 containing the foreign matter mainly having a lighter oil than water is separated from the drain water 93 by specific gravity to cause clean drain water or clean water to stay, when the outflow and the inflow of the floating oil are carried out, the floating oil discharge port is set at the same height as a liquid surface WL determined by transferring or discharging the clean drain water or the clean water from introduction pipes 212, 222, 233, 243 and 244, thereby always maintaining the flow.
