PROBLEM TO BE SOLVED: To provide a planting base tray designed so as to make water entirely and uniformly go around without slanting even when set at a place somewhat slanted: and to provide a planting base material utilizing the tray. SOLUTION: The planting base tray 6 on which a planting base mat is set, has many recessed parts 7 and protruding parts 8 at a side the planting base mat touches, and a connection groove 9 between the recessed parts and the protruding parts. The groove 9 gets shallower than the recessed part 7, and the area of the recessed part 7 not directly coming in contact with the planting base mat accounts for 20-80% of the whole area of the tray.
