PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of immediately outputting a stable image by always suitably controlling toner concentration even if developer is left for a long time between jobs. SOLUTION: The image forming apparatus includes an image carrier, an optical writing means, a developing means, a toner concentration detecting means, and a storage means for storing data detected by the toner concentration detecting means. The image forming apparatus is characterized by having a control means, which causes the toner concentration detecting means to detect the concentration of toner before or after a job or a plurality of jobs for image formation, causes the storage means to store detected data, compares data captured at the start of the job or the plurality of jobs and data captured after the previous job or a plurality of previous jobs, thereby calculates the degree of change in quantity of charged developer, and sets image forming conditions at the start of the job or the plurality of jobs according to the calculated degree of change in quantity of charged developer.
