PROBLEM TO BE SOLVED: To provide an ice test device capable of obtaining high accuracy tire data for analyzing in short time, while maintaining a state of ice board that is close to an actual vehicle test, and to provide a method of evaluating on-ice performance of tire. SOLUTION: The device includes: a drum, having a cylindrical shape and an inner surface of a smooth surface; a drum retaining means for rotatably retaining the drum about an axis in a horizontal direction; a tire-retaining means for retaining, while contacting the external surface of a test tire at a desired load, the tire around the axis in the horizontal direction; a rotary driving means for rotating the means for retaining the drum and the tire; a means for forming a freezing board in the inner surface of the drum; and a cooled gas injecting means for blowing moisture away by contact friction of the test tire to the freezing board.
