PROBLEM TO BE SOLVED: To detect paralanguage information which does not depend upon utterance contents from information regarding a rhythm included in a speech of a human being and information regarding voice quality. SOLUTION: The paralanguage information detecting device that detects paralanguage information which does not depend upon spoken contents from a human's speech sound signal includes a speech processing section 70 for processing the information regarding the rhythm of the speech sound signal by the rhythm, a speech processing section 72 for processing information regarding the voice quality of the speech sound signal and uses the voice quality, and a paralanguage information extraction section 74 which extracts the paralanguage information regarding the rhythm and the information regarding the voice quality.
